On Tuesday, December 5th 1967, Prime Minister Levi Eshkol headed a consultation attended by Defense Minister Moshe Dayan, IDF Chief of Staff Yizhak Rabin and other senior IDF commanders and PM Office officials. On the agenda: “Exchange of views on the Administered Territories.” 

The meeting was intended for a brainstorm session on the future of the Occupied Territories and to prepare the Prime Minister to anticipated talks with the American administration. “I have once seen an electric clock, its hand is turning as time is passing, and you see time itself spilling” Eshkol said and told the officers: “We sit here and time is passing and we are approaching the grave and years go by, and things need to get moving.”

Among the issues discussed: postponing decision on future of the Occupied Territories; a Palestinian state; US position; economic costs of the occupation. The 33 pages of the meetings’ minutes are brought here (Hebrew original only).
